It’s a responsive item so it will work as a website that is mobile friendly but it’s not a ‘standalone app’
What you see in the demo is included in $49 (which may be subject to local taxes beyond envato’s control)
So, we have to make a standalone app separately, right?
Yes if you wanted to submit somehting to Play or App store then you would need to create that specifcially for that purpose.
Bear in mind also that license are for a single use only i.e one website. If you plan to convert it and resell an app version via any app store you will require permission from the original author

You can look for a developer at www.studio.envato.com - these are vetted freelancers and because it’s via envato there is a degree of protection for everyone involved
