Bundling multiple frameworks in one item is not allowed ?

Hi,

I recently uploaded an admin template but got rejected with reason

“Bundling multiple frameworks in one item is not allowed. One framework per submission”

but there are so many themes/templates with multiple frameworks eg:

(removed link)

Then why my item got rejected ?
