You need to invest lots of money to get this job done. You won’t be able to get this one by purchasing a theme/plugin
As @ki-themes said this would be thousands (probably into the tens of thousands) to do even a basic version, let alone the cost of security, hosting, legal compliance etc. Involved on an ongoing basis.
Plus if people are actually training via the site then in some countries you would need to be regulated which is a huge cost and requires far more of a robust setup than a stock theme
