Can I use the music license on elements.envato.com’s music libraries for background music on a building/home public place?

How is that related? The article you provided is about Youtube and ContentID, the question is about public performance.

@ronenpg, you can indeed use the music as background for a public place. However, as this is considered a public perfomance, there may be performance royalties to be paid, depending on your local Performance Rights Organisation policy.
