I have bought an “Avada | Responsive Multi-Purpose Theme” theme and got a “Regular License” for this theme.
I have used the theme for one website.
Can I use the same theme for another website? Or Do i have to buy an extended licence for that?

You have to get another license for another website. Remember each single license for each single website.

you can use the same theme for as many site as you need but for each individual site you will need individual license. So, you have to purchase another one regular license for another one website.
About extended license:
extended license also limited to one end product mean each license will work for only one website. you have to know that if visitor need to pay to get access of your website or part of website then you will need extended license.
