Are Wordpress Themes on Themeforest Hard Coded or Built using drag and drop ?

I would like to know if the approved Wordpress themes on Themeforest are hard coded or built using drag and drop builders such as Elementor ?

Depends on the theme and category but it tends more and more to be page builders (WPBakery/Elementor etc.)
