How enter the minimum fare (Base) and the UP TO DISTANCE that is included in that price.How can I add the following details:

BASE PRICE AND UP TO DISTANCE PRICE

Base1: € 30 Initial rates and included up to distance10 Km.
Base2: € 2 This covers distances **within 11 km and up to 30 Km.
Base3: € 1,90 This covers distances **within 31 km and up to 50 Km.
