Any idea for theme or plugin for this? (with picture)

Hey guys,

I thought maybe someone might know a solution for this.
I’m looking for a theme or plugin for a permanent banner under the menu. Need it for some text and a button. Pretty much like in the picture underneath (the yellow field is a button).

Maybe a custom work?

He does not need Custom Work.
Any of the available themes in the marker has that area and that position can be done easily with Revolution Slider.
