I currently have the CC membership which only use After Effects like 5x a year but I still have to have it on occasion, so is there a lower version I could purchase somewhere or find somewhere that I wouldn’t have to keep the CC version but that would handle all the templates on envato.

You might be able to buy an old boxed version of CS6 somewhere online. Unlikely anyone has one to sell here. And if it;s already been installed I’m not sure if you’d be able to install it again… so you’d need a new copy. The odds of anybody here having an unused copy of CS6 lying around are very, very slim.
All copies of After Effects seem to be ‘currently unavailable’ (and unlikely to ever be available at this point) but Master Collection is still out there:
