Most if not all serious Libraries are using AdRev these days. Customers have to understand that digital goods especially music get shared illegally troughout the internet. Youtube is no exemption, sadly. I can understand the frustration. It’s not the best solution, but it’s necessary.
One thing that I can recommend is to upload the video as private and then publish it after the claim has been removed.
