I can download template free license co or mt in figma.com but I edit some not same design 100% and I start make html, css and js for sell themeforest? no problem copyright? please help me thank you.

In my personal opinion, there is only a 1% possibility you will get approved. Because Envato is a marketplace where premium sorry! not only premium but also professional item (that have commercial values) sales.

So, don’t waste your time with free, try to create something aesthetic.

According to your forum history, you’re not “good enough” for Envato to get the item approval at GraphicRiver, ThemeForest standards are higher that any other marketplace -considering all of these options, as @mgscoder suggested, don’t waste your time at Envato and find something else to make money. After 3-4 months, you’d be exactly this point.
